THE RAINMAKER — Case File
Hilkert v. Courtney et al. — Pinellas County, FL
Plaintiff Class Representative: Kenneth Scott Courtney (Navy veteran, 70% service-connected disabled, 108-month tenant) Property: 2566 and 2560 Harn Blvd, Clearwater, FL 33764 (~22 of 24 units) Defendant: Douglas Hilkert (licensed Florida real-estate attorney) and affiliated LLCs / family nominee
Estimated total exposure: $5M+ monetary, $3-4M real property — single-unit: $1M+; full class (22 units): $20.9M-$22M
Purpose of This Folder
This folder memorializes the Rainmaker class-action demand for two reasons:
- Preservation — keep the work product intact, versioned, and accessible to counsel
- Restorative justice — give Doug Hilkert the most exact copy of the tenant experience possible, so that the system reconfigures from extraction into nourishment
This is not vendetta. It is the Prime Directive of Love applied to a 9-year exploitative pattern: reconfigure the network so capital flows back to the hive.

The Case in One Paragraph (for counsel intake)
Pinellas County practicing real estate attorney Douglas Hilkert operates a 22-unit residential complex serving disabled veterans and Section 8 tenants on 1940s-era pre-code knob-and-tube electrical service infrastructure, with a master-meter water diversion scheme actively funding both a third-party laundry revenue-share (CSC ServiceWorks) AND an unused irrigation system, while systematically decommissioning in-unit ventilation in a manner that created a property-wide pest ingress vector causing multi-year bed bug infestations across the class. When tenants documented the conditions in writing, Hilkert issued retaliatory 60-day termination notices, leveraging his legal training to evade municipal code enforcement and intimidate complainants.

Closing Note
Doug is actually a thin-skinned dick. But if it weren't for him, Kenneth would've been homeless. He's pretty sure Doug is actually a lucky motherfucking guardian angel who got the good life — just that he did it by using the Saturnian ethos. And yeah, he bets Doug could come around.
This is not a vendetta. This is restorative justice. The Prime Directive of Love does not exile any node from the network — it reconfigures the system so that extraction becomes nourishment, so that the capital flows back to the hive, so that 22 units of exploitative housing become 22 units of permanent shelter for the people who already live in them.
The Anchor is up. The Fleet is aligned. The Rainmaker doesn't destroy the field — he makes it grow.
